Biaya Pengesahan STNK Kendaraan Resmi Dihapus
Berita Islam 24H - Setiap tahun, pemilik mobil atau motor harus membayar sejumlah biaya untuk mengurus surat kendaraan. Salah satu biaya yang dibebankan kepada masyarakat, adalah biaya pengesahan Surat Tanda Nomor Kendaraan (STNK).
Namun, dalam beberapa waktu ke depan, biaya tersebut bakal dihapus. Pasalnya, Mahkamah Agung (MA) telah mengabulkan sebagian gugatan terkait peraturan tersebut, yang tertuang dalam Peraturan Pemerintah (PP) Nomor 60 Tahun 2016.
Berdasarkan keputusan MA yang disitat dari laman resmi, pembatalan biaya pengesahan STNK ini tertuang dalam Putusan MA Nomor 12 P/HUM/2017, yang memeriksa dan mengadili perkara permohonan keberatan hak uji materiil yang diajukan oleh Moh. Noval Ibrohim Salim.
Dengan keputusan tersebut, MA menyebut lampiran Nomor E angka 1 dan 2 dalam PP itu bertentangan dengan peraturan yang lebih tinggi, pasal 73 ayat 5 UU Nomor 3 Tahun 2014.
Sementara itu, penggugat menganggap biaya tersebut ada pungutan ganda, karena selain membayar pajak kendaraan, pemilik juga dikenakan penerimaan negara bukan pajak (PNPB) STNK.
Selain itu, berdasarkan keputusan tesebut MA juga meminta Presiden Republik Indonesia (RI) untuk mencabut biaya pengesahan STNK tersebut, yang tertuang dalam PP yang telah disebutkan sebelumnya.
Mengurus STNK Hilang
Bagi pengendara kendaraan roda dua atau empat, kepemilikan surat tanda nomor kendaraan (STNK) sangatlah penting. Hal tersbeut, untuk menghindari hal-hal yang tidak diinginkan terjadi di jalan.
Saat berada di jalan, selain STNK, pengemudi juga harus membawa surat izin mengemudi (SIM). Namun, ketika terjadi sesuatu seperti kehilangan STNK kendaraan, Anda harus langsung melaporkan kepada pihak kepolisian.
Tapi, jangan khawatir, berikut tips pengurusan STNK yang hilang, seperti dilansir di laman resmi NTMC Polri, ditulis Jumat(8/12/2017).
Pertama, siapkan persyaratan seperti KTP pemilik kendaraan, asli dan fotokopi, fotokopi STNK yang hilang, surat keterangan hilang STNK dari Polsek atau Polres setempat, dan BPKB asli dan fotokopi.
Setelah mempersiapkan hal tersebut, untuk prosedur pengurusan STNK hilang, pertama cek fisik kendaraan dan fotokopi hasil cek fisik.
Kemudian, mengisi formulir pendaftaran, mengurus cek blokir (mengurus surat keterangan STNK hilang dari samsat), berisi keterangan keabsahan STNK terkait, misalnya tidak diblokir atau dalam pencarian, kemudian lampirkan hasil cek fisik kendaraan.
Setelah itu, mengurus pembuatan STNK baru di loket BBN II (lampirkan semua persyaratan data dan surat Keterangan hilang dari samsat). Melakukan pembayaran pajak kendaraan ermotor, dan apabila telah dibayar maka bebas biaya pajak, dan membayar biaya pembuatan STNK baru.
Jika sudah melakukan pembayaran, baru bisa pengambilan STNK dan SKPD (Surat Ketetapan Pajak Daerah). [b-islam24h.com / liputan6]
